No part of the principal of such permanent fund or its accre- tions shall be expended, except by a two-thirds vote of the representa- tive assembly, after the proposed expenditure has been approved by the board of trustees and the board of directors, and after printed notice of the proposed expenditure has been printed in the Journal of the National Education Association at least two months prior to the meeting of the representative assembly . "(c) The income of the permanent fund shall be used only to meet the cost of maintaining the organization of the association and of publishing its annual volume of Proceedings, unless the terms of the donation, bequest, or devise shall otherwise specify, or the bylaws of the corporation shall otherwise provide . "(d) The board of trustees shall elect the secretary of the associa- tion who shall be secretary of the executive committee, and shall fix the compensation and the term of his office for a period of not to exceed four years ." Be it enacted by the Senate and House of Repr esen tati ves of t he United States o f America in Congress assembled, That the first sentence of section 2 of Public Law Numbered 626, Seventy-fourth Congress, the same being an Act entitled "An Act to authorize municipal corporations in the Territ ory of Alaska to incur bond ed indebtedness, and for other purposes", approved May 28, 1936, is amended to read as follows "No bonded indebtedness shall be incurred by any municipal corp oratio n in t he Te rritor y of A laska unles s the propos al to incur such indebtedness be first submitted to the qualified electors of such m unicipal corpo ration whose names appear on the last ta x- assessment roll or record of such municipality for purposes of municipal taxation, at an election called for such purpose, and not less than 65 pbr centum of the votes cast at such election shall be in favor thereof ."
