75 TH CO NGRESS , 1sT SESS ION-CH . 359 TUNE 16,193 - 1 purchase of special clothing, wearing apparel, and similar equip- ment for aviation purposes ; purchase of books of reference and periodicals ; newspapers, reports, documents, plans, specifications, maps, manuscripts, and other publications ; and all other necessary expenses (not exceeding $50 for any one item) not included in the foregoing ; in all, $1,582,000, of which $11,000 shall be immediately available : Provided, That a statement of expenditures from this appro pria tion shal l be repo rted to Congr ess in t he an nual Bud get . Safety and planning : Further to carry out the provisions of the Act approved May 20, 1926, entitled "An Act to encourage and regulate the use of aircraft in commerce, and for other purposes", as amended by the Act approved February 28, 1929, and the Acts approved June 19 and June 20, 1934, through safety research relative to aviation equipment, personnel, and operation methods ; including not to exceed $75,000 for personal services in the District of Columbia and not to exceed $80,000 for personal services in the field ; including not to exceed $1,000 for the purchase of books of reference and periodicals, reports, documents, plans, specifications, and manu- scripts, $292,000 . The appropriation under title III herein for traveling expenses shall be available in an amount not to exceed $2,000 for expenses of attendance at meetings concerned with the promotion of civil aero- nautics, and also expenses of illustrating the work of the Bureau of Air Commerce by showing of maps, charts, and graphs at such meet ings when inc urred on the writt en a utho rity of t he S ecret ary of Commerce and shall also be available for payments, at a rate of not to exceed 4 cents per mile, to maintenance and operating per- sonnel, Bureau of Air Commerce, as reimbursement to such personnel of the expenses of the necessary travel in their personally owned automobiles in connection with the maintenance and operation of remotely controlled air-navigation facilities, all of which may be considered as being within the limits of the official post of duty of such personnel . Appropriations herein made for maintenance of air-navigation facilities and aircraft in commerce shall be available in a total amount of not to exceed $15,000 for expenses of packing, crating, and transporting household effects of employees, in any one case not to exceed six thousand pounds, when transferred from one offic ial s tation to a nothe r for perm anent duty : Provided, Tha t sec tion 3709 of the Revised Statutes of the United States (U . S . C ., title 41, sec . 5) shall not be construed to apply to any purchase or service rendered f or the Bure au of Air Co mmerce when the aggreg ate amount involved does not exceed $100 : Provided further, That no part of the appropriations made herein for the Bureau of Air Commerce shall be used for any purpose not authorized by the Air Commerce Act of 1926 as amended .
