The appropriation under title IV for traveling expenses shall be available for expenses of attendance of cooperating officials and con- sultants at conferences concerned with the work of the Division of L abor S tandar ds whe n cal led by the D ivisi on of Labor Standa rds with the writt en approval o f the Secreta ry of Labor, a nd shall be available also in an amount not to exceed $2,000 for expenses of attendance at meetings related to the work of the Division of Labor Standards when incurred on the written a uthority of th e Secretary of Labor . C ont ing ent ex pen ses : For contingent a nd miscellaneo us expenses of the offices and bureaus of the Department, for which appropria- tions for contingent and miscellaneous expenses are not specifically made, including the purchase of stationery, furniture, and repairs to the same, carpets, matting, oilcloths, file cases, towels, ice, brooms, soap, sponges, laundry, street-car fares not exceeding $400 ; pur- cha se, exchange, maintenance, and repair of motorcycles and motor trucks ; purchase of a passenger-carrying automobile for the general use of the Department and maintenance, operation, and repair of two motor-propel led passenger -carrying vehi cles, to be used only for official purposes ; freight and express charges ; newspaper clip- pings not to exceed $1,200, postage to foreign countries, telegraph and telephone service, typewriters, ad ding mac hin es, and oth er labor-saving devices ; purchase and exchange of law books, books of reference, newspapers and periodicals, and, when authorized by the Secret ary of Labor , due s for librar y memb ershi p in societies or associations which issue publications to members only or at a price to members lower than to subscribers who are not members, not exceeding $4,500 ; contract stenographic services ; all other necessary miscellaneous expenses (not exceeding $50 in any one case) not included in the foregoing ; and not to exceed $25,000 for purchase of certain supplies for the Immigration and Naturalization Service ; in all, $115,100 : Pro vid ed, That sect ion 3709 of th e Revised Sta tutes (U. S . C ., title 41, sec . 5) shall not be construed to apply to any pur- chase or ser vice r ender ed for the D epartm ent o f Labo r when the aggregate amount involved does not exceed the sum of $100 : Pro- vided, That a statement of expenditures from this appropriation shall be reported to Congress in the annual Budget . Commissioners of conciliation : To enable the Secretary of Labor to exercise the authority vested in him by section 8 of the Act creating the Department of Labor (U . S. C ., title 5, sec . 611) and to appo int comm issi oner s of con cili atio n, t eleg raph and tel epho ne s erv- ice, and not to exceed $80,000 for personal services in the District of Columbia, $273,000 : Provided, That persons now employed in such conciliat ion work purs uant to autho rity contained under this head in the Second Deficiency Appropriation Act, fiscal year 1935, m ay be contin ued in such emplo yiiien t and paid from t he amo unt herein appropriated .
