All apportionments of appropriations for the use of the municipal architect in payment of personal services employed on construction work pr ovided fo r by sai d approp riations shall be based o n an amount not excee ding 3 per centum of a total of not more than $2,000,000 of appropriations made for such construction projects and not exceeding 23/4 per centum of a total of the appropriations in excess of $2,000,000 . For incidenta l and all other general neces sary expenses authorized by law, including the purchase of newspapers, $1,500 . No part of the appropriations contained in this Act shall be used for or in connection wit h the preparation, issuance, publication, or enforcement of any regulation or order of the Public Utilities Com- mission requiring the installation of meters in taxicabs, or for or in connection with the licensing of any vehicle to be operated as a taxicab except for operation in accordance with such system of uniform zones and rates and regulations applicable thereto as shall have been prescribed by the Public Utilities Commission . BOARD OF EXAMINERS, STEAM ENGINEERS Salaries : Two members, at $150 each, $300, and the inspector of boilers shall serve without additional compensation . DEPARTMENT OF INSURANCE For personal services, including one fire- insurance-rate expert at not exceeding $4,600 per annum, $29,220 . SURVEYORS OFFICE For personal services, $79,000 .
