C ., title 41, sec . 5), or the Classif ication Act o f 1923, as ame nded, and the Commissioners are authorized to enter into contract or contracts for such building at a cost not to exceed $1,350,000 ; For the erection of a junior high school building on a portion of the site of the existin g Banneker Pl ayground, $20 0,000, of which sum $15,217 shall be available for the preparation of plans, specifi- cations, and administra tion, and the Commissioner s are authoriz ed to enter into contract or contracts for such building at a cost not to exc eed $724 ,650 ; For the completion of the second floor of the Shepherd School, $30,000 ; In all, $1,540,000, to be immediately available and to be disbursed and accou nted for as "B uildings and grounds, publ ic schools", a nd for that purpose shall constitute one fund and remain available until expended : Provided, That no part of this appropriation shall be used for or on account of any school building not herein specified . For the purchase of school building and playground sites as follows For the purcha se of land ad joining the s ite of the old Dennison School, to provide for the construction of an elementary school building ; Not exceeding $17,500 for the purchase of land for elementary school purposes in the vicinity of First and Pierce Street Northwest ; For the purchase of a site for elementary school purposes in the vicinity of Third Street and Concord Avenue Northwest ; For the purchase of additional land for an extension to the Margaret Murray Washington Vocational School ; For the purchase of additional land for the new Lenox Vocational School, adjacent to the site for said school now owned by the District of Columbia at Potomac Avenue between Thirteenth and Fourteenth Str eets Sou thea st ; In all, $242,50 0 . The unexpended balance of the appropriation of $200,000 contained in the Distr ict of Columb ia Appropriat ion Act for th e fiscal year 1932 for the erection of a new school building for the Jefferson Junior High School is hereby made available for the acquisition of a site in the area bounded by Seventh Street on the west and K Street on the south in Southwest Washington for a new building for the Thomas Jefferson Memorial Junior High School and Library . s No part of the foregoing appropriations for public schools shall be used for instructing children under five years of age except chil- dren entering during the first half of the school year who will be five years of age by November 1, 1937, and children entering during the second half of the school year who will be five years of age by M arch 15, 1938 : Provided, That this limitation shall not be considered as preventing the employment of a matron and the care of children under school age at the Webster School whose parent or parents are in attendance in connection with Americanization work . None of the money appropriated by this Act shall be paid or obli- gated toward the construction of or addition to any building the whole and entire construction of which, exclusive of heating, lighting, plumbing, pa inting, and t reatment of g rounds, shall not have been awarded in o ne or a singl e contract, s eparate and ap art from any other contract, project, or undertaking, to the lowest responsible bidder complying with all the legal requirements as to a deposit of money or the execution of a bond, or both, for the faithful perform-
