75TH CONGRESS, 1ST SESSION-CH . 404 JUNE 29, 1937 tary of Agriculture in the 1937 programs, for the reimbursement of the Tennessee Valley Authority for fertilizers heretofore or hereafter furnished by it to the Secretary of Agriculture for such purpose, and for the payment of all expenses necessary in making such grants including all or part of the costs incident to the delivery thereof Provided further, That not to exceed $5,000,000 of the funds appro- priated under section 2 of the "Independent Offices Appropriation Ac t, 193 7" is hereby made availa ble, s ubject to the limit ations pre- sc ribed therei n, for compl iances in th e calen dar ye ar 193 7 unde r the provisions of sections 7 to 17, inclusive, of the Soil Conservation and Domestic Allotment Act, approved February 29, 1936, but obligations incurred hereunder with respect to such compliances shall not be included in applying the limitations on the amount of obligations which may be incurred for any calendar year contained in section 16 of said Soil Conservation and Domestic Allotment Act : And provided further, That the funds provided by section 32 of the Act entitled "An Act to amend the Agricultural Adjustment Act, and for other purposes", approved August 24, 1935 (U . S . C ., Supp . II, title 7, sec . 612c), shall be available during the fiscal year 1938 for a dmini strat ive expen ses i n suc h su ms as the Pres ident may dire ct in carrying out the provisions of said section, including the employ- ment of persons and means in the District of Columbia and else- where, in accordance with the provisions of law applicable to the employment of persons and means by Agricultural Adjustment Administration . INTER CHANG E OF A PPROP RIATI ONS Not to exc eed 10 per c entum of the forego ing am ounts for th e mis- cellaneous expenses of the work of any bureau, division, or office herein provided for shall be available interchangeably for expendi- tures on the objects included within the general expenses of such bureau, division, or office, but no more than 10 per centum shall be added to any one item of appropriation except in cases of extraor- dinary emergency, and then only upon the written order of the Sec- retary of Agriculture : Provided, That a statement of any transfers of appropriations made hereunder shall be included in the annual Budget. MISCELLANEOUS WORK FOR OTHER DEPARTMENTS During the fiscal year 1938 the head of any department or inde- pendent establishment of the Government requiring inspections, analyses, and tests of food and other products, within the scope of the functions of the Department of Agriculture and which that Department is unable to perform within the limits of its appropria- ti ons, m ay, wi th the appro val of the S ecretar y of A gricul ture t rans- fer to the Department of Agriculture for direct expenditure such sums as may be necessary for the performance of such work . PASSENGER-CARRYING VEHICLES Within the limitations specified under the several headings the lump-sum appropriations herein made for the Department of Agri- culture shall be available for the purchase of motor-propelled and horse-drawn passenger-carrying vehicles necessary in the conduct of the field work of the Depar tment of Agr icultur e outs ide th e Dist rict of Columbia : Provided, That such vehicles shall be used only for official service outside the District of Columbia, but this shall not pre- 431 Tennessee Valley Authority, reimburse- ment . 49 Stat . 1183.
