L . 484), and for other purposes . Be it ena cte d by the Senate and H ouse o f Re pre sent ati ves o f the United States o f America in. Congress assembled, Tha t an ap propria - t ion is her eby authori zed in the sum of $7 9,038 to p ay various Sioux Indians of the Pine Ridge Reservation, South Dakota, the amounts which h ave bee n award ed to t hem by the Se cretary of the Interi or under the Act of May 3, 1928 (45 Stat . L. 484), on account of allotments of land to which they were entitled but did not receive Provid ed, That the Secretary of the Interior is authorized and directed to determine what attorney or attorneys have rendered services o f value in behalf of said Indi ans and to pay such a ttorney or attorneys on such findings when appropriation is available the reasonable value of their services, not to exceed 10 per centum of the recovery on each individual claim, which payment shall be in full s ettlement for all ser vices rend ered by th e attorney or attorn eys to the claimants in such claim . [CHAPTER 40 7] JOINT RESOLUTION To provide that the United States extend to foreign governments invitations to participate in the International Congress of Architects to be held in the United States during the calendar year 1939, an d to authorize an appro priation to assist in meeting the expenses of the session . Resolved by the Senate and House o f Repre sentatives o f the Unit ed States of America in Congress assembled, That the President be, and is hereby, authorized and requested to invite foreign govern- ments to participate in the International Congress of Architects to be held in the United States during the calendar year 1939 . SEC . 2. That the sum of $20,000, or so much thereof as may be necessary, is hereby authorized to be appropriated for the expenses of organizing and holding the Fifteenth International Congress of Architects, including personal services in the District of Columbia and elsewhere without regard to the Classification Act of 1923, as a mended, commun ication servic es, ste nograp hic and other service s by contract if deemed necessary without regard to section 3709 of the Revised Statutes (U . S . C ., title 41, sec . 5); travel expenses, l ocal tr ansport ation, hire of motor- propel led pas senger- carryin g vehicles, rent in the District of Columbia and elsewhere, printing and binding, entertainment, official cards, purchase of newspapers a nd peri odicals, neces sary bo oks and docum ents, s tatione ry, mem - bership badges, and such other expenses as may be actually and necessarily incurred by the Government of the United States by reason of observance of appropriate courtesies in connection there- with, and such other expenses as may be authorized by the Secretary of State, including the reimbursement of other appropriations from w hich pa yments have be en made for an y purp oses he rein sp ecified, for the fiscal year 1939 .
