Pro vided, That the a mount a uthoriz ed for the pur chase or cons tructio n of ve ssels i n the appropriation for "Army transportation", contained in the War Department Appropriation Act, fiscal year 1937, is hereby increased from $786,000 to $829,520 ; for wharfage, tolls, and ferriage ; for drayage and cartage ; for the purchase, manufacture (including both material and labor), maintenance, hire, and repair of pack saddles and h arness

for the purchase, hire, operation, maintenance, and repair

of wagons, carts, drays, other vehicles, and horse-drawn and motor- propelled passenger-carrying vehicles required for the transportation of troops and supplies and for official military and garrison pur- poses ; for hire of draft and pack animals ; for travel allowances to officers of National Guard on discharge from Federal service as prescribed in the Act of March 2, 1901 (U . S . C ., title 10, sec . 751), and to enlisted men of National Guard on discharge from Federal service, as prescribed in amendatory Act of September 22, 1922 (U . S . C., title 10, sec . 752), and to members of the National Guard who have been mustered into Federal service and discharged on account of physical disability ; in all, $12,580,000, of which amount not e xceedin g $250 ,000 fo r the p rocurem ent and transp ortatio n of fuel for the service of the fiscal year 1938, and not exceeding $1,000, 000 for th e procurem ent of mot or vehicle s, shall b e available immediately : Provided, That not to exceed $225,000 may be expended for the purchase of light and medium passenger-carrying automo- biles a t a unit c ost of not to exceed $750 for light auto mobiles and $1,200 for medium automobiles, including the value of any vehicle exchanged, and not to exceed $151,000 may be expended for the pur- chas e or ex change of mot or-prop elled a mbulanc es and motorcy cles Provided further, That no appropriation contained in this Act shall be available for any expense of any character, other than as may be incident to salvaging or scrapping, on account of any motor-pro- pelled vehicle procured prior to January 1, 1920, except tanks, trac- tors, amb ulances, fire . truck s, searchl ight truck s, three h undred and nine ty mode rnized Class B truck s, and vehicle s in us e by Re serve Officers' Training Corps units on February 19, 1935 : Provided fur- ther, That during the fiscal year 1938 the cost of transportation from poin t of origi n to the f irst point of storag e or consu mption of sup- plies, equipment, and material in connection with the manufacturing and purchasing activities of the Quartermaster Corps may be charged to the appropriations from which such supplies, equipment, and material are procured.
