No part of the appropriations made in this Act shall be available for pay, allowances, or traveling or other expenses of any officer or enlisted man of the National Guard who may be drawing a pension, d isabi lity a llowa nce, disabi lity compen satio n, or retir ed pa y (whe re retirement has been made on account of physical disability or age) from the Government of the United States : Provided, That nothing in this provision shall be so construed as to prevent the application of funds herein contained to the pay, allowances, or traveling ex- penses of any officer or enlisted man of the National Guard who may surrender said pension, disability allowance, disability compensa- tion, or retired pay for the period of his service in the National Guard : Provided furth er, That adjutants general who may be drawing such emoluments may be continued in a federally recognized status without pay under this Act . A RMS, U NIFORM S, EQ UIPMEN T, AND SO FO RTH, FOR FI ELD SE RVICE, NATI ONAL GUARD To pro cure by p urchase or manufactu re and is sue from t ime to time to the National Guard, upon requisition of the Governors of the several States and Territories or the commanding general, National Guard of the District of Columbia, such military equipment and stores of all kinds and reserve supply thereof as are necessary to arm, uniform, and equip for field service the National Guard of the several States, Territories, and the District of Columbia, including animals, motor trucks, motorcycles, field ambulances, and station wagons and to repair such of the aforementioned articles of equipage and mili- tary stores as are or may become damaged when, under regulations prescribed by the Secretary of War, such repair may be determined to be an economical measure and as necessary for their proper pres- ervation and use, $12,360,591, of which $500,000 shall be available exclusively for defraying the cost of increasing the strength of the National Guard from approximately two hundred thousand to not exceeding an average of two hundred and five thousand officers and men, and all of the sums appropriated in this Act on account of the National Guard, except the sub appropriation of $8,952,290 for ex- pe nses, camps of i nstru ction, and so fo rth, a nd th e suba pprop riati on of $14,194,000 for pay of National Guard (armory drills), shall be accounted for as one fund, and of the total of all sums appropriated in this Act on account of the National Guard, $1,500,000 shall be available immediately : Provided, That the subappropriation for ex- penses, camps of instruction, and so forth, may be increased not to ex ceed $625,0 00 by tran sfer f rom o ther sums a pprop riated in t his A ct under the heading "National Guard", exclusive of pay for armory drills : Provided fur ther, That specifications for motor vehicles, which shall be so drawn as to admit of competition, shall to the extent otherwise practicable c onform with the requirements of the National Guard : Provided further, That the value of issues made to any State . Territory, or the District of Columbia to replace property surveyed in accordance with section 87, National Defense Act of June 3, 1916, as amended, shall not be charged to the apportionments required by section 67 of that Act, but no such r eplacement issue shall be made in excess of receipts theretofore collected and covered into the Treasury as miscellaneous receipts pursuant to said section 87, as amended, and section 4 (a) and (b) (22) of the Permanent Appropriation Repeal Act of June 26, 1934 : Provided further, That the Secretary of War is hereby authorized to issue from surplus or reserve stores and material on hand and purchased for the United
