MULTILATERAL-SAFETY OF LIFE AT SEA-MAY 31, 1929 1307 NOW, THEREFORE, be it known that I, FRANKLIN D. ROOSEVELT, Proclamation. President of the United States of America, have caused the said Convention to be made public, to the end that, subject to the under- standings aforesaid, the same and every article and clause thereof may be observed and fulfilled with good faith by the United States of America and the citizens thereof on and after November 7, 1936, Effective dte. the day on which the Convention shall take effect with respect to the United States of America.
