ARTICLE XII roate of exchangere In the event that a wide varia- udicial. tion occurs in the rate of exchange between the currencies of the United States of America and the Republic of Nicaragua, the Gov- ernment of either country, if it considers the variation so sub- stantial as to prejudice the indus- tries or commerce of the country, shall be free to propose negotia- tions for the modification of this Agreement or to terminate this Agreement in its entirety on thirty days' written notice. ARTICULO XII En caso de que ocurra una gran fluctuaci6n en el tipo de cambio entre las monedas de los Estados Unidos de America y de la Repu- blica de Nicaragua, el Gobierno de uno u otro pais que considere la diferencia tan substancial que perjudique las industrias o el comercio de su pais, estara en libertad de proponer negociaciones para la modificacion de este Con- venio o para dar por concluido este Convenmo en su totalidad, previo aviso por escrito con treinta dias de anticipaci6n. ARTICULO XIII No se impondran en la Repfi- blica de Nicaragua ni en los Estados Unidos de America mul- tas mayores que las nominalmente establecidas sobre la importaci6n de articulos cosechados, produci- dos, manufacturados o fabricados en el otro pais, con motive de errores en la documentaci6n que patentemente se deban a la simple escritura o sean LAPSUS PLUMAE o LAPSUS MACHINAE (clerical er- rors) ; o cuando pueda establecerse la buena fe. El Gobierno de cada pals dara consideraci6n amistosa y prestara oportunidad adecuada a las con- sultas con respecto a las represen- taciones que el otro Gobierno pueda hacer con relaci6n a la apli- caci6n de reglamentos aduaneros, restricciones cuantitativas o a la administraci6n de las mismas, la observancia de formalidades aduaneras y la aplicaci6n de leyes y reglamentos sanitarios y regla- mentos para la protecci6n de la vida humana, animal o vegetal.
