Anti-dumping du- ties, etc. imposed on or in connection with importation or exportation; the method of levying such duties or charges; all rules and formalities in connection with importation or exportation; and all laws or reg- ulations affecting the sale or use of imported goods within the country. ARTICLE XI Laws, regulations of adminis- trative authorities and decisions of administrative or judicial au- thorities of the United States of America, or the Republic the Costa Rica, respectively, pertain- ing to the classification of articles for customs purposes or to rates of duty shall be published prompt- ly in such a manner as to enable traders to become acquainted with them. Such laws, regulations and decisions shall be applied uni- formly at all ports of the respective country, except as otherwise spe- cifically provided in statutes of the United States of America re- lating to articles imported into Puerto Rico. No administrative ruling by the United States of America or the Republic of Costa Rica effecting advances in rates of duties or in charges applicable under an es- tablished and uniform practice to imports originating in the terri- tory of the other country, or im- posing any new requirement with respect to such importations, shall be effective retroactively or with respect to articles either entered for or withdrawn for consumption prior to the expiration of thirty days after the date of publication of notice of such ruling in the usual official manner. The provisions of this paragraph do not apply to administrative orders imposing anti-dumping duties, or relating to regulations for the protection of human, animal, or plant life, or relating to public safety, or giving effect to judicial decisions. ARTfCULO XI Las leyes, los reglamentos de autoridades administrativas y las decisiones de autoridades adminis- trativas o judiciales de los Estados Unidos de America, o de la Repdblica de Costa Rica, res- pectivamente, en cuanto a clasi- ficaci6n de articulos para fines aduaneros o tasa de derechos, se publicaran oportunamente en forma tal que facilite a los comer- ciantes enterarse de ellos. Tales leyes, reglamentos y decisiones, se aplicar&n con uniformidad en todos los puertos del pals respective, a excepci6n de lo que de otro modo se haya dispuesto especificamente en estatutos de los Estados Unidos de Am6rica en relaci6n con artfcu- los importados en Puerto Rico. No tendra efecto retroactivo disposici6n administrativa alguna de los Estados Unidos de America o de la Repfiblica de Costa Rica que aumentela tasa de los derechos o cargas aplicables por prfctica estable y uniforme a las importa- ciones originarias del territorio del otro pals, o que imponga cualquier nuevo requisite para tales im- portaciones, ni deber&aplicarse tal disposici6n a articulos introduci- dos al pals o retirados de la Aduana para el consumo con anterioridad a la expiraci6n de los treinta dias a contar de la fecha de publicaci6n del Regla- mento, en la forma oficial de costumbre.
