Los paises signatarios del Con- venio Postal Americoespafiol, que hubieren ratificado el mismo o lo hubieren puesto en vigencia admi- nistrativamente, se obligan a dar instrucciones a sus Delegados ante los Congresos Postales Univer- sales, para que sostengan, unanime y firmemente, todos los principios establecidos en la Uni6n Postal de las Americas y Espafia y para que voten tambi6n de acuerdo con esos postulados, quedando ex- ceptuados s61o los casos en que las proposiciones a debate afecten exclusivamente a los paises pro- ponentes. ARTICULO 30 Conferencias previas 1. Para los efectos del articulo anterior, los Delegados de los paises que integran la Uni6n Postal de las Americas y Espafia ante los Congresos Postales Uni- versales, deberan reunirse en la ciudad designada como sede de estos, quince dias antes de la fecha de inauguraci6n de los mismos, para la realizaci6n de una Conferencia previa, en la cual se determinaran los procedimientos de acci6n conjunta a realizarse. 2. Con la debida anticipaci6n a la reuni6n de los Congresos Universales, la Oficina Interna- cional de la Uni6n Postal de las Americas y Espafia invitara a todas las Administraciones que la integran, para celebrar las Conferencias previas a que alude el parfgrafo anterior, debiendo organizarlas y estar presente en ellas el Director de la Oficina Internacional de Montevideo. ARTICULO 31 Nuevas adhesiones En caso de una nueva adhesi6n, el Gobierno de la Repdblica Orien- tal del Uruguay, de comdn acuerdo The countries signatory to the Americo-Spanish Postal Conven- tion which have ratified the same or put it into force administra- tively obligate themselves to in- struct their delegates to Universal Postal Congresses to sustain unan- imously and firmly all principles established in the Postal Union of the Americas and Spain, and also to vote in accordance with those postulates, except only in cases where the propositions to be debated affect only the countries proposing them. ARTICLE 30 Preliminary Conferences 1. In connection with Article 28, the Delegates of the countries composing the Postal Union of the Americas and Spain, prior to Universal Postal Congresses, shall assemble in the city designated as the seat of the Congress fifteen days before the date of inaugura- tion thereof, in order to hold a preliminary conference, at which the procedure of joint action to be followed will be determined. 2. At the proper time before the meeting of Universal Congresses, the International Office of the Postal Union of the Americas and Spain will invite all the Adminis- trations composing that Union to hold the preliminary conferences mentioned in the preceding Sec- tion; and the Director of the In- ternational Office of Montevideo is charged with organizing those con- ferences and attending them.
