Las encomiendas abando- nadas o que devueltas no puedan ser entregadas a sus remitentes, quedaran a disposici6n de las Administraciones de destino u origen, segdn el caso, para que procedan con esos envios confor- me a su legislaci6n interior, trans- currido un plazo de 90 dias. 2. Las Administraciones desti- natarias podran devolver desde luego las encomiendas que hubie- ren sido rehusadas. 3. Las Administraciones podran cobrar por cada encomienda que devuelvan al origen, en calidad de rezagada, las siguientes cantidades: a) La que le corresponda como tasa terminal; b) Los derechos de transito maritimo a que se refiere el numeral 1 del articulo 4; c) Los derechos quo adeuden las encomiendas en el pais de destino por concepto de reexpediciones; d) El derecho a que se refiere la letra a) del articulo 5; e) El derecho de almacenaje de que trata la letra c) del articulo 5; y f) El derecho de reembalaje. ARTICULO 13 ARTICLE 12 Abandoned or returnedparcels 1. Abandoned parcels, or those returned to origin which can not be delivered to the senders, will remain at the disposal of the Ad- ministration of destination or origin, as the case may be, and be treated in accordance with their domestic legislation, after the ex- piration of a period of 90 days. 2. The Administrations of des- tination may immediately return parcels which have been refused. 3. The Administrations may collect, for each parcel returned to origin as undeliverable, the following amounts: (a) The amount due them as the terminal charge; (b) The sea-transit charges re- ferred to in Section 1 of Article 4; (c) The charges due on the parcels in the country of destina- tion on account of forwarding; (d) The fee mentioned in letter (a) of Article 5; (e) The storage charges indi- cated in letter (c) of Article 5; (f) The repacking fee. Para que tengan fuerza ejecutiva las modificaciones, deberan ob- tener: a) unanimidad de sufragios, si se trata de introducir nuevas dis- posiciones de modificar el presente articulo y las de los articulos1,2,3,4,5,7,8,y9; b) dos tercios de sufragios para modificar las demas disposiciones. The present Agreement may be modified in the interval which transpires between Congresses, fol- lowing the procedure established by the Convention of the Univer- sal Postal Union in force. In order to become effective, modifications must obtain: (a) Unanimity of votes, if it is a question of introducing new provisions or modifying the pres- ent Article or Articles 1, 2, 3, 4, 5, 7,8and9; (b) Two-thirds of the votes, in order to modify the other pro- visions.
