International Pacific Salmon Fisheries Commission: For an addi- tional amount for the share of the United States of the expenses of the International Pacific Salmon Fisheries Commission, including the same objects specified under this head in the Third Deficiency Appropriation Act, fiscal year 1937, and including the purchase of a passenger-carrying automobile for official use in the field, fiscal year 1938, $7,500. Payment of indemnity received from Canada for damage by fumes from smelter at Trail, British Columbia: For the expenses of determining and certifying to the Secretary of the Treasury the amounts due claimants from the money received from Canada on account of damage which occurred in the United States as a result of the operation of the smelter at Trail, British Columbia, including personal services in the District of Columbia and elsewhere, without regard to the civil-service laws and regulations or to the Classifi- cation Act of 1923, as amended; stenographic reporting and trans- lating services, by contract if deemed necessary without regard to section 3709 of the Revised Statutes (41 U. S . C. 5); rent in the District of Columbia and elsewhere; traveling expenses; cost of neces- sary books and documents; stationery; printing and binding; and such other expenditures as may be authorized by the Secretary of State; and the Secretary of State is authorized to transfer to any department or independent establishment of the Government with the consent of the head thereof, any part of this amount for direct expenditure by such department or establishment for the purposes of this appropriation, fiscal year 1938, $15,000, to remain available until June 30, 1939. International Joint Commission, United States and Great Britain: The unexpended balance of the appropriation "Investigation, Inter- national Joint Commission, United States and Great Britain, 1936 and 1937", contained in the First Deficiency Appropriation Act, fiscal year 1936, is continued available for the same purposes until June 30, 1938. Rio Grande Rectification Project, Department of State: The unex- pended balance of the appropriation made for the fiscal years 1936- 1937 for the construction of the Rio Grande rectification project under the jurisdiction of the Department of State and the Interna- tional Boundary Commission, United States and Mexico, is hereby continued available for the same purposes until June 30, 1938. TREASURY DEPARTMENT OFFICE OF THE SECRETARY Payments to Federal land banks, reductions in interest rate on mortgages: For an additional amount to enable the Secretary of the Treasury to pay each Federal land bank such amount as the Land Bank Commissioner certifies to the Secretary of the Treasury is equal to the amount by which interest payments on mortgages held by such land bank have been reduced during the fiscal year 1938, and prior thereto, in accordance with the provisions of para- graph "Twelfth" of section 12 of the Federal Farm Loan Act (12 U.
