No prior benefits. Provided, That no part of the amount appropriated in this Act in excess of 10 per centum thereof shall be paid or delivered to or received by any agent or agents, attorney or attorneys, on account of services rendered in connection with said claim. It shall be unlawful for any agent or agents, attorney or attorneys, to exact collect, withhold, or receive any sum of the amount appropriated in this Act in excess of 10 per centum thereof on account of services rendered in connection with said claim, any contract to the contrary notwithstanding. Any person violating the provisions of this Act shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in any sum not exceeding $1,000. Approved, June 20, 1938. [CHAPTER 545] AN ACT For the relief of Lewis M. Foster. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That notwith- standing the provisions and limitations of sections 15 to 20, both inclusive, of the Act entitled "An Act to provide compensation for employees of the United States suffering injuries while in the performance of their duties, and for other purposes", approved September 7, 1916, as amended, the United States Employees' Com- pensation Commission be, and the same is hereby, authorized and directed to receive and consider, when filed, the claim of Lewis M. Foster, of Warren, Ohio, for fracture of the left elbow incurred by him on May 12, 1936, allegedly while in the performance of his duties as an employee of the Works Progress Administration in Trumbull County, Ohio, and to determine said claim upon its merits under the remaining provisions of said Act as extended and limited by the Act of February 15, 1934 (48 Stat. 351) : Provided, That claim hereunder shall be filed within six months after the approval of this Act: Provided further, That no benefits shall accrue prior to the enactment of this Act.
