Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, That the President of the United States is authorized to issue a proclamation calling upon offi- cials of the Government to display the flag of the United States on all governmental buildings on October 11, 1938, and inviting the people of the United States to observe the day in schools and churches, or other suitable places, with appropriate ceremonies in commemora- tion of the death of General Casimir Pulaski. Be it enacted by the Senate and House of Representatives of the Defense United States of America in Congress assembled, That the first para- 67; 41 stat. graph of section 5 of the National Defense Act of June 3, 1916 (39 C.§22. Stat. 166), as amended by the Act of June 4, 1920 (41 Stat. 759), be, and the same is hereby, amended to read as follows: taf Corps. "S. 5. GENERAL STAFF CoRPs.- The General Staff Corps shall consist of the Chief of Staff, the War Department General Staff, and the General Staff with.troops.
