Such order of suspension shall take effect within not less than five days, unless suspended or modified or set aside by the Secretary of Agriculture Inspection ee. or a court of competent jurisdiction: Provided further, That the Secretary of Agriculture may, whenever necessary, authorize the charging and collection from owners of a reasonable fee for the inspection of brands appearing upon livestock subject to the provi- sions of the said Act for the purpose of determining the ownership oreutiosed uness of such livestock: Provided further, That such fee shall not be imposed except upon written request made to the Secretary of Agri- culture by the Board of Livestock Commissioners, or duly organized livestock association of the States from which such livestock have originated or been shipped to market.
