53 STAT.] 76TH CONG. , 1 ST SESS.-CH. 253 -JUNE 30, 1939 this appropriation may be augmented, by transfer of funds or by reimbursement, from applicable appropriations, to cover the cost, including handling and other related charges, of services and supplies, equipment and materials furnished, stores of which may be main- tained at the Center, and to cover the cost of building construction, alteration, and repair performed by the Center in carrying out the purposes of such applicable appropriations and the applicable appro- priations may also be charged their proportionate share of the neces- sary general expenses of the Center not covered by this appropriation. COOPERATIVE FARM FORESTRY To enable the Secretary of Agriculture to carry into effect the provisions of the Cooperative Farm Forestry Act, approved May 18, 1937 (16 U. S. C. 568b), including the employment of persons and means in the District of Columbia and elsewhere; printing and binding; not to exceed $7,700 for the purchase of passenger-carrying vehicles; the purchase of reference books and technical journals; not to exceed $30,000 for the construction or purchase of necessary build- ings, and other improvements, $300,000: Provided, That no part of this appropriation shall be expended in any State or Territory unless the State or Territory, or local subdivision thereof, or individuals, or associations contribute a sum equal to that to be allotted by the Government or make contributions other than money deemed by the Secretary of Agriculture to be the value equivalent thereof: Provided further, That no part of this appropriation shall be used to establish new nurseries or to acquire land for the establishment of such new nurseries. FOREST ROADS AND TRAILS For carrying out the provisions of section 23 of the Federal High- way Act approved November 9, 1921 (23 U. S . C. 23), including not to exceed $59,500 for departmental personal services in the District of Columbia, $10,000,000, which sum consists of the balance of the amount authorized to be appropriated for the fiscal year 1939 by the Act approved June 16, 1936 (49 Stat. 1520), and $3,000,000 of the amount authorized to be appropriated for the fiscal year 1940 by tlh Act approved June 8, 1938 (52 Stat. 635), to be immediately available and to remain available until expended: Provided, That this appro- priation shall be available for the rental, purchase, or construction of buildings necessary for the storage of equipment and supplies used for road and trail construction and maintenance, but the total cost of any such building purchased or constructed under this authoriza- tion shall not exceed $7,500. INTERCHANGE OF APPROPRIATIONS Not to exceed 5 per centum of the foregoing amounts for the miscellaneous expenses of the work of any bureau, division, or office herein provided for shall be available interchangeably for expendi- tures on the objects included within the general expenses of such bureau, division, or office, but no more than 5 per centum shall be added to any one item of appropriation except in cases of extraordi- nary emergency.
