Air-mail correspondence is delivered as rapidly as possible, and shall at least be included in the first delivery following its arrival at the office of destination. 2. Senders have the option of requesting delivery at the address- ee's residence by special carrier immediately after arrival, by pay- ing the special-delivery fee pro- vided for by Article 45 of the Convention. That option exists only in relations between coun- tries which have organized the special-delivery service in their reciprocal relations. 3.
