PROCLAMATIONS-SEPT. 5 , 1989 with respect to cotton under the Soil Conservation and Domestic Allotment Act, as amended. Accordingly, I hereby proclaim that the total quantities of cotton and cotton waste originating in any of the countries named in the following tables which may be entered, or withdrawn from warehouse, for consumption in any year, com- mencing September 20, shall not exceed the quantities shown opposite each of said countries, which quantities I hereby find and declare shown by the investigation to be necessary to prescribe in order that the entry of cotton and cotton waste will not render or tend to render ineffective or materially interfere with the program undertaken with respect to cotton under the Soil Conservation and Domestic Allotment Act, as amended, or reduce substantially the amount of any product processed in the United States from cotton produced in the United States: Cotton (other than harsh or rough cotton of less than %inch in staple length and chiefly used in the manufacture of blankets and blanketing, and other than linters): Annual quotas by countries of origin 49 Stat. 163, 1148. 16 U. 8.
