BY THE PRESIDENT OF THE UNITED STATES OF AMERICA A PROCLAMATION Preamble. WHEREAS a convention between the United States of America and the Republic of Finland regulating the military obligations of persons possessing the nationality of both the High Contracting Parties was concluded and signed by their respective Plenipotentiaries at Helsinki on the twenty-seventh day of January, one thousand nine hundred and thirty-nine, the original of which convention, in the English and Finnish languages, is word for word as follows: Texts. The United States of America and the Republic of Finland, being desirous of regulating the ques- tion of exemption from military obligations of persons possessing the nationality of both the High Contracting Parties, have decided to conclude a convention for that purpose, and have appointed as their Plenipotentiaries: Plentpotentlarles.
