No. 958] 1939; ratification advised by the Senate of the United States August 2, 1939; ratified by the Presidentof the United States September 8, 1939; ratified by Sweden August 21, 1939; ratifications exchanged at Stock- holm November 14, 1939; proclaimed by the President of the United States December 12, 1939. BY THE PRESIDENT OF THE UNITED STATES OF AMERICA. A PROCLAMATION. WHEREAS a convention between the United States of America and Preamble. Sweden for the avoidance of double taxation and the establishment of rules of reciprocal administrative assistance in the case of income and other taxes, and a protocol forming an integral part of the said convention, were concluded and signed by their respective Plenipoten- tiaries at Washington on the twenty-third day of March, one thousand nine hundred and thirty-nine, the original of which convention and protocol being in the English and Swedish languages, are word for word as follows: The President of the United States of America and His Majesty the King of Sweden, being desirous of avoiding double taxation and of establishing rules of reciprocal administrative assistance in the case of income and other taxes, have decided to conclude a Con- vention and for that purpose have appointed as their respective Plen- ipotentiaries:- The President of the United States of America: Sumner Welles, Acting Secre- tary of State of the United States of America; and His Majesty the King of Sweden: W.
