INTERNATIONAL AGREEMENTS OTHER THAN TREATIES [54 STAT. WHEREAS such modifications of existing duties and other import restrictions and such continuance of existing customs and excise treat- ment as are set forth and provided for in the said Agreement and the four Schedules thereunto annexed are required and appropriate to carry out the said Agreement; Ane, P. 190M. WHEREAS it is provided in Article XXIII of the said Agreement that it shall be proclaimed by the President of the United-States of America and shall be ratified by His Majesty the King of Great Britain, Ireland and the British Dominions beyond the Seas, Emperor of India, and that it shall enter definitively into force thirty days after the exchange of the instrument of ratification and a copy of the proclamation; Ante, p.1w. WHEREAS it is provided in Article XXIV of the said Agreement that, pending the definitive coming into force of the Agreement, the Ase, pp. 1902, 12 provisions thereof other than those of Article XI and of Schedule III shall be applied provisionally on and after January 1, 1939, subject to a right to terminate the provisional application of the Agreement Ane, pp. 190 190o.pursuant to the provisions of paragraph 3 of Article XV and of Article XVIII, and that the provisional application of Article XI and of Schedule III shall be effected as to the several provisions thereof as soon as may be possible; 8 Procamation. Now, THEREFORE, be it known that I, Franklin D. Roosevelt, President of the United States of America, acting under the authority s4Btat. 43; 0stat. conferred by the said Tariff Act of 1930, as amended by the said Act iau.S. C. Oit of June 12, 1934, as extended by the said Joint Resolution of March Ante, p. i7. 1, 1937, do hereby proclaim the said Agreement, including the said Schedules, to the end that the provisions thereof may be observed and fulfilled with good faith by the United States of America and the Aile,p .190o. citizens thereof, as provided for in Article XXIV, provisionally on and after January 1, 1939, pending the definitive coming into force of the Agreement, and definitively thirty days after the exchange of a copy of this my proclamation for the ratification of His Majesty, as Ae, p. 190o. provided for in Article XXIII of the said Agreement. 48 Stt.93; 50Stat. Act of 1930, as amended by the said Act of June 12, 1934, as extended by the said Joint Resolution of March 1, 1937, I shall from time to time notify the Secretary of the Treasury of the countries with respect to which application of the duties herein proclaimed is to be suspended.
