INTERNATIONAL AGREEMENTS OTHER THAN TREATIES [54 STAT. [SUPPLEMENTARY PROCLAMATION] BY THE PRESIDENT OF THE UNITED STATES OF AMERICA. A PROCLAMATION. preamble. WHEREAS, by my proclamation of December 19, 1939, I did make public the exclusive and preferential supplementary Trade Agreement, including an accompanying Protocol, which, pursuant to Section 350 of the Tariff Act of 1930 of the Congress of the United States of America, as amended by the Act of June 12, 1934, entitled "AN ACT 1354; Supp. V,3352 To amend the Tariff Act of 1930" (48 Stat. 943), as extended by Joint Ante,p. 107. Resolution of Congress approved March 1, 1937 (50 Stat. 24), I entered into on December 18, 1939 with the President of the Republic of Cuba, to the end that the said Agreement, including the said Pro- tocol, should be observed and fulfilled with good faith by the United States of America and the citizens thereof on and after the day follow- ing the exchange of the aforesaid proclamation of the President of the United States of America and the proclamation of the President of An, p. 2010 . the Republic of Cuba, as provided for in Article VI of the said Agreement; Elamgaetof p"oc- AND WHEREAS the proclamation of the President of the United States of America and the proclamation of the President of the Republic of Cuba were exchanged at Habana on December 22, 1939; Proclamation. NOW, THEREFORE, be it known that I, Franklin D. Roosevelt, President of the United States of America, supplementing my said proclamation of December 19, 1939, do hereby make known and proclaim that the said supplementary Trade Agreement, including coming into force the said Protocol, signed on December 18, 1939, will come into force of Agreement. on December 23, 1939, wherefore, I do hereby call upon the United States of America and the citizens thereof to observe and fulfill the same and every article and part thereof with good faith on and from December 23, 1939. IN TESTIMONY WHEREOF, I have hereunto set my hand and caused the Seal of the United States of America to be affixed.
