Such payments shall be deemed payment in full for such losses. Nothing herein contained shall be construed to create No US. lability any liability not now existing against the United States. [CHAPTER 501] AN ACT To amend an Act entitled "An Act to promote on the retired list officers who were decorated and recommended for promotion for distinguished service during the World War and who have not attained the rank to which recommended", so as to confer on any commissioned officer of the army retirement privileges provided in the Act of June 13, 1940. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Act entitled "An Act to promote on the retired list officers who were deco- rated and recommended for promotion for distinguished service dur- ing the World War and who have not attained the rank to which recommended", approved June 13, 1940, be, and the same is hereby, amended by striking out the words "below the grade of brigadier general". Approved, July 9, 1942. [CHAPTER 502] AN ACT Authorizing the construction of certain auxiliary vessels for the United States Navy, and for other purposes. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled7 That the President of the United States is hereby authorized to acquire and convert or to undertake the construction of one million two hundred thousand tons of auxiliary vessels of such size, type, and design as he may consider best suited for the purposes of national defense, such vessels to be in addition to those heretofore authorized. SEC. 2. There is hereby authorized to be appropriated, out of any money in the Treasury not otherwise appropriated, such sums as may be necessary to effectuate the purposes of this Act.
