56 STAT.] 77TH CONG. , 2 D SESS.-CHS. 700-702-DEC. 8, 1942 out of any money in the Treasury not otherwise appropriated, the sum of $500 to the lawful guardian of Percy Ray Greer, a minor, of Rayville, Louisiana, in full satisfaction of all claims against the United States for compensation for personal injuries sustained by the said Percy Ray Greer on July 19, 1941, as the result of an acci- dent involving a United States Army command car in which he was riding as a passenger: Provided, That no part of the amount appro- priated in this Act in excess of 10 per centum thereof shall be paid or delivered to or received by any agent or attorney on account of services rendered in connection with this claim, and the same shall be unlawful, any contract to the contrary notwithstanding. Any person violating the provisions of this Act shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in any sum not exceeding $1,000. Approved, December 8, 1942. [CHAPTER 701] AN ACT To provide for the reimbursement of certain Navy personnel and former Navy personnel for personal property lost or damaged as a result of the fire which destroyed the Administration Building, Naval Operating Base, Norfolk, Virginia, on January 26, 1941. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary of the Treasury be, and he is hereby, authorized and directed to pay, out of any money in the Treasury not otherwise appropriated, such sum or sums, amounting in the aggregate not to exceed $3,633.39, as may be required by the Secretary of the Navy to reimburse, under such regulations as he may prescribe, certain Navy personnel and former Navy personnel for the value of personal property lost or damaged in the fire which destroyed the Administration Building, Naval Operating Base, Norfolk, Virginia, on January 26, 1941: Provided, That no part of the amount appropriated in this Act in excess of 10 per centum thereof shall be paid or delivered to or received by any agent or attorney on account of services rendered in connection with this claim, and the same shall be unlawful, any con- tract to the contrary notwithstanding. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Recon- struction Finance Corporation is hereby authorized, notwithstanding any provision of law prohibiting or restricting the payment of com- pensation to aliens, to pay, from any funds available to the Corpora- tion for the payment of administrative expenses, Dennis Hall, a citi- zen of the United States and an employee of the Corporation, in accordance with the terms of his employment, for services rendered by him during the period from December 31, 1941, to March 15, 1942.
