A. . 2581 AGREEMENT BETWEEN THE GOV- ERNMENT OF THE UNITED STATES OF AMERICA AND THE GOVERNMENT OF THE REPUB- LIC OF PANAMA In conformity with the request of the Acting Minister of Foreign Affairs of the Republic of Panama to the Secretary of State of the United States of America, the President of the United States of America has authorized the ap- pointment of an officer of the United States Army to serve in the Republic of Panama under the conditions specified below: TITLE I Duties and Duration ARTICLE 1. The Government of the United States of America shall place at the disposal of the Government of the Republic of Panama the technical and profes- sional services of an officer of the United States Army to serve as adviser to the Minister of Foreign Affairs on subjects pertaining to the defense of the Republic of Panama. ARTICLE 2. The officer de- tailed to this duty by the Govern- ment of the United States of America shall be Colonel Horace S. Eakins, of the United States Army, or another officer of similar qualifications in replacement if 65714-43 -PT . II ---29 ACUERDO ENTRE EL GOBIERNO DE LOS ESTADOS UNIDOS DE AMERICA Y EL GOBIERNO DE LA REPUBLICA DE PANAMA De conformidad con la solicitud del Ministro Interino de Rela- ciones Exteriores de la Repdblica de Panama al Secretario de Estado de los Estados Unidos de America, el Presidente de los Estados Uni- dos de Am6rica ha autorizado el nombramiento de un oficial del Ej6rcito de los Estados Unidos para prestar servicios en la Re- publica de Panama de acuerdo con las condiciones estipuladas a con- tinuaci6n: TITULO I Servicios y Duracion ARTfCULO 1. El Gobierno de los Estados Unidos de America pondra a la disposici6n del Go- bierno de la Republica de PanamA los servicios tecnicos y profe- sionales de an oficial del Ejercito de los Estados Unidos para actuar como asesor del Ministro de Rela- ciones Exteriores de la Repdblica de Panama en asuntos relaciona- dos con la defensa de la Repdblica de Panama. ARTfCULO 2. El oficial que el Gobierno de los Estados Unidos de America ha de designar para este servicio sera el Coronel Horace S.
