Inspection of ves- sels. 1.- A consular officer of either High Contracting Party shall have the right to inspect within the ports of the other High Contract- ing Party within his consular dis- trict, the private vessels of any flag destined to and about to clear for ports of his country, for the sole purpose of observing the sanitary conditions and measures taken on board such vessels, in order that he may be enabled thereby to execute intelligently bills of health and other documents required by the laws of his country and to inform his Government concerning the extent to which its sanitary regu- lations have been observed at ports of departure by vessels des- tined to one of its ports, with a view to facilitating entry of such vessels, provided that the captain of the vessel shall have requested of the consular officer the issuance or visa of the appropriate bill of health. 2. -In exercising the right con- ferred upon them by this Article, consular officers shall act with all possible despatch and without un- necessary delay. ARTICLE XII. 1. -All proceedings relative to the salvage of vessels of either High Contracting Party wrecked upon the coasts of the other High Contracting Party shall be di- rected by the consular officer of the country to which the vessel 814 1.- Un funcionario consular de cualquiera de las dos Altas Partes Contratantes tendra derecho de inspeccionar, dentro de los puertos de la otra Alta Parte Contratante ubicados dentro de su distrito con- sular, las embarcaciones privadas, sea cual fuere su pabell6n, con destino a y a punto de zarpar hacia puertos de su propio pais, para el efecto exclusivo de obser- var su estado sanitario y las medi- das de esta indole tomadas a bordo de tales embarcaciones, para que asi pueda otorgar acertadamente las patentes de sanidad y los demas documentos que exijan las leyes de su pais, asi como para in- formar a su Gobierno acerca del grado hasta el cual se hayan cum- plido sus reglamentos sanitarios en los puertos de salida por las embarcaciones cuyo destino sea uno de sus puertos, con el objeto de facilitar la entrada de tales em- barcaciones, a condici6n de que el Capitan de la embarcaci6n hubiere solicitado del referido fun- cionario consular la expedici6n o visa de la correspondiente Pa- tente de Sanidad. 2.-Al hacer uso del derecho que les confiere el presente Articulo, los funcionarios consulares obra- ran con toda la rapidez posible y sin demoras innecesarias.
