The Government of the United States of America and the Government of the United Mexi- can States will accord sympa- thetic consideration to such repre- sentations as the other Govern- ment may make with respect to the operation of customs regula- tions, quantitative regulations or the administration thereof, the observance of customs formalities, and the application of sanitary laws and regulations for the pro- tection of human, animal or plant life or health. 5.
