INTERNATIONAL AGREEMENTS OTHER THAN TREATIES [57 STAT. Post, p . 852. Port, pp. 874, 902. of America enumerated and de- scribed in Schedule I, or by the Government of the United States of America on the importation, sale, distribution or use of any article the growth, produce or manufacture of the United Mexi- can States enumerated and de- scribed in Schedule II or Schedule III. 2. The foregoing provision shall not prevent the Government of either country from imposing quantitative regulations in what- ever form on the importation or sale of any article in conjunction with governmental measures or measures under governmental authority operating to regulate or control the production, market supply, quality or prices of like domestic articles, or tending to increase the labor costs of pro- duction of such articles, or to maintain the exchange value of the currency of the country. Whenever the Government of either country proposes to impose or to alter substantially any quan- titative regulation authorized by this paragraph, it shall give notice thereof in writing to the other Government and shall afford such other Government an opportunity to consult with it in respect of the proposed action; and if agreement with respect thereto is not reached the Government which proposes to take such action shall, neverthe- less, be free to do so and the other Government shall be free within thirty days after such action is taken to terminate this Agree- ment in whole or in part on thirty days' written notice. turado en los Estados Unidos de America, enumerado y descrito en la Lista I, o por el Gobierno de los Estados Unidos de America a la importaci6n, venta, distribuci6n o uso de cualquier articulo culti- vado, producido o manufacturado en los Estados Unidos Mexicanos, enumerado y descrito en la Lista II o la Lista III. 2. La disposici6n que antecede no impedira al Gobierno de cual- quiera de los dos paises imponer reglamentaciones cuantitativas en cualquier forma a la importaci6n o venta de cualquier articulo con- juntamente con medidas guberna- mentales o con medidas dictadas con autorizaci6n gubernamental que tengan por objeto regla- mentar o controlar la producci6n, el abastecimiento del mercado, la calidad o los precios de articu- los nacionales similares, o ten- dientes a aumentar el costo de la mano de obra en la producci6n de tales articulos, o a mantener el valor de cambio de la moneda del pals. Cuando el Gobierno de cualquiera de los dos paises se proponga imponer o alterar subs- tancialmente cualquier regla- mentaci6n cuantitativa autori- zada por este p&rrafo, lo comuni- cara por escrito al otro Gobierno y otorgara a este la oportunidad de opinar con respecto a la pro- yectada acci6n; y si no se llegare a un acuerdo con respecto a ella, el Gobierno que haga la proposi- ci6n quedara en libertad de llevarla a efecto y el otro Gobierno que- dara en libertad, dentro del ter- mino de treinta dias despues de tomada tal acci6n, de dar por terminado este Convenio en su totalidad o en parte previo aviso por escrito de treinta dias de anticipaci6n. 844
