General expenses: For general expenses of the Office of Education, including lawbooks, books of reference, and periodicals; and for the operation, maintenance, and repair of one passenger-carrying auto- mobile; purchase, distribution, and exchange of educational docu- ments, motion-picture films, and lantern slides; collection, exchange, and cataloging of educational apparatus and appliances, articles of school furniture and models of school buildings illustrative of foreign and domestic systems and methods of education, and repairing the same, $13,000. The appropriation in this title for traveling expenses shall be available for actual transportation and not to exceed $10 per diem in lieu of subsistence and other expenses of persons serving, while away from their homes without other compensation from the United States, in an advisory capacity to the Commissioner of Education, in an amount not exceeding $10,000.
