No such materials in excess of $10,000 shall be dis- posed of unless authorized by laws of the United States. Thepowers granted in this Act shall cease to exist at the cessation of hostilities m the present war as determined by the President by proclamation or the Congress by concurrent resolution and the. prpvisions, of this Act shall not apply where disposal of such' mateials have been expressly prohibited by laws of the United States. Secretary of the Interior is hereby authorized, in his diseretion4,to accept in behalf of the United States donations of laInds, buildings,' structures, and other property, or interests therein, whicli'he may-determine to be of historical interest in connection with the -oores Creek National Military Park, the title to such property or interests-to be satisfac- tory to the Secretary of the Interior: Provided, That the area to be accepted pursuant to this Act shall not exceed one hundred acres. All such property and interests upon acquisition by the Federal Government, shall be a part of the Moores Creek National Military Park and shall be subject to all laws and regulations applicable thereto. SEC. 2. Section 3 of the Act of February 5, 1917 (39 Stat. 875), as amended (U. S. C., title 8. sec . 136), is further amended by insert- ing the following clause before the clause "persons who have been convicted of or admit having committed a felony or other crime or misdemeanor involving moral turpitude;": "persons who have departed from the jurisdiction of the United States for the purpose of evading or avoiding training or service in the armed forces of the United States during time of war or during a period declared by the President to be a period of national emergency".
