PUBLIC WORKS Capital outlay, Refuse Division: For an additional amount for all necessary expenses for preparation of plans, specifications, surveys, and estimates for the extension of the proposed incinerator numbered 3 for refuse in parcel 141/13, and so forth, including the objects specified under this head in the District of Columbia Appropriation Act, 1945, and including the employment of consulting engineering services by contract or otherwise without regard to section 3709 of the Revised Statutes and the civil-service and classification laws, fiscal year 1945, $8,000. SETnILEENT OF CLAIMS AND SUITs For the payment of claims in excess of $250, approved by the Commissioners in accordance with the provisions of the Act of February 11, 1929, as amended (46 Stat. 500), as set forth in House Document Numbered 744 of the Seventy-eighth Congress, $1,664.50. JUDGMENTS For the payment of final judgment for costs rendered against the District of Columbia in the case of David G. Busey and Orville J. Richie, $222.05. AUDITED CLAIMS For the payment of the following claims, certified to be due by the accounting officers of the District of Columbia, under an appro- priation the balance of which has been carried to the surplus fund under the provisions of section 5 of the Act of June 20, 1874 (81 U. S. C. 713), being for the service of the fiscal year 1942: Fire Department, expenses, District of Columbia, 1942, fire fighting apparatus, $8,257. DIVISION OF EXPENSES The foregoing sums for the District of Columbia, unless otherwise therein specifically provided, shall be paid out of the revenues of the District of Columbia and the Treasury of the United States in the manner prescribed by the District of Columbia Appropriation Acts for the respective fiscal years for which such sums are provided. DEPARTMENT OF AGRICULTURE CONSERVATION AND USE OF AGRICULTUBAL LAND RESOURCES The limitation on expenditures under the 1944 program of soil- building practices and soil- and water-conservation practices estab- lished in the fourth proviso clause of the appropriation "Conserva- tion and Use of Agricultural Land Resources", in the Department of Agriculture Appropriation Act, 1944, is hereby increased from 861 Ante, p. 522.
