PROCLAMATIONS-SEPT. 17, 1944 I I p II la By the President: CORDELL HULL Secretary of State FRANKLIN D ROOSEVELT (a) Those who were born after October 31, 1899, but before Novem- ber 1, 1926, shall be registered on any day during the period beginning Monday, October 23, 1944, and ending Tuesday, October 31, 1944. (b) Those who were born on or after November 1, 1926, shall be registered on the day they attain the eighteenth anniversary of the day of their birth; provided that if such anniversary falls on a Sunday or a legal holiday their registration may take place on the day following which is not a Sunday or a legal holiday. 54st. s 88 7. 2. (a) Unless he is a person excepted by section 5 (a) of the Selective II,app. §305(a). Training and Service Act of 1940, as amended, or by section 208 of 514ust.z ., supp. the Coast Guard Auxiliary and Reserve Act of 1941, every male alien I. ls08. and every male person other than a citizen of the United States residing in the Virgin Islands of the United States who has not been registered under the Selective Training and Service Act of 1940, as amended, and the regulations prescribed thereunder, is required to and shall on the day or days fixed herein for his registration present himself for and submit to registration under this proclamation before a duly designated registration official or any member or clerical assist- ant of the Selective Service local board having jurisdiction in the area in which he resides or in which he may happen to be during that time or on that day. Late registration. (b) Any person subject to registration who, because of circumstances over which he has no control, is prevented from presenting himself for and submitting to registration at the time and in the manner required by this proclamation, shall present himself for and submit to registra- tion immediately upon its becoming possible for him to do so. riorproclamationse (c) The duty of any person to present himself for and submit to registration in accordance with any previous proclamation issued under 54 stat. g. 0ou.s's. app. the Selective Training and Service Act of 1940, as amended, shall not be 301-3S1; Supp. II , affected by this proclamation. 302-315 .
