1272 INTERNATIONAL AGREEMENTS OTHER THAN TREATIES [58 STAT. 6. Each Government agrees to bear postal, railroad, steamship, and other charges arising in its own territory. 7. Each Government agrees to expedite shipments as far as possible. 8. This agreement shall not be understood to modify any agree- ment regarding the exchange of official publications in effect between a department or other instrumentality of one of the Governments and a department or other instrumentality of the other Government. Upon the receipt of an identical note from Your Excellency, my Government will consider that the foregoing agreement enters into effect.
