Study by FCA. and improving aids to navigation and other works, and for all expenditures directly relating thereto, $3,390,000; Acquisition of vessels and shore facilities: For the purchase or construction of additional and replacement vessels and their equip- ment, and the construction, rebuilding, or extension of shore facilities, including the acquisition of sites and improvements thereon when specifically approved by the Secretary, and rental of shore facilities e- for temporary use, $1,375,000, of which amount not to exceed 4 per centum shall be available for administrative expenses in connection therewith, including personal services at the seat of government; Retired pay, former Lighthouse Service, Coast Guard: For retired pay of certain officers and employees entitled thereto by virtue of former employment in the Lighthouse Service engaged in the field service or on vessels of the Coast Guard, except persons continuously employed in district offices and shops, $976,000; Salaries, Merchant Marine Inspection, Coast Guard: For personal services at the seat of government, $431,500; Salaries and expenses, Merchant Marine Inspection, Coast Guard: For all expenses necessary to provide and operate such motorboats and employ such persons as may be necessary for the enforcement of laws relating to navigation and inspection of vessels, boarding of vessels, and counting of passengers on excursion boats to prevent overcrowding, including fees to witnesses; materials, supplies, equip- ment, and services, including rent and janitor service; purchase and repair of instruments; plans and specifications; insignia, braid, and chin straps; coats, caps, and aprons for stewards' departments on vessels; and other incidental expenses of field offices, including con- tract stenographic reporting services at the seat of government and elsewhere; $1,870,000. SEC. 2. This Act may be cited as the "Coast Guard Appropriation Act, 1947". Approved July 12, 1946. [CHAPTER 570] AN ACT To amend section 32 of the Emergency Farm Mortgage Act of 1933, as amended and section 3 of the Federal Farm Mortgage Corporation Act, as amended, and for other purposes. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the eleventh sentence of section 32 of the Emergency Farm Mortgage Act of 1933, as amended (title 12, U. S . C., 1016), is amended by striking out "July 1, 1946" wherever it appears therein and inserting in lieu thereof "July 1, 1947". SEO. 2. The last two sentences of section 3 of the Federal Farm Mortgage Corporation Act, as amended (title 12, U. S . C ., 1020b) are amended to read as follows: "The Federal Farm Mortgage Cor- poration is authorized to repay to the Secretary of the Treasury on behalf of the United States from time to time such portions of the amounts subscribed to the capital stock of the Corporation as are found by the board of directors to be in excess of the capital neces- sary to enable the Corporation to carry out its functions as author- ized by law. The proceeds of such repayments shall be held in the Treasury of the United States as a fund available for subscription, by the Governor on behalf of the United States with the approval of the Secretary of the Treasury, to the capital of the Corporation when, in the judgment of the directors of the Corporation, additional subscriptions to its capital are necessary."
