Penalty mail costs: For deposit in the general fund of the Treasury for cost of penalty mail of the Treasury Department as required by section 2 of the Act of June 28, 1944 (Public Law 364), $4,400,000. FOREIGN FUNDS CONTROL Foreign funds control: For all expenses necessary in carrying out the functions of the Secretary of the Treasury under sections 3 and 5 (b) of the Act of October 6, 1917, as amended (50 U. S . C. (App.) 3, and 50 U. S. C . (Suppl. 1941) 5 (b)), and any proclamations, orders, regulations, or instructions issued thereunder; and in exer- cising fiscal, financial, banking, property-control, and related func- tions, authorized by law, administered by the Treasury Department in foreign countries and arising out of military operations of the United States; including personal services; purchase of lawbooks, books of reference, periodicals, and newspapers; printing and bind- ing; maintenance, repair, and operation of a motor-propelled passenger-carrying vehicle; and reimbursement of any other appro- priation or other funds of the United States or any agency, instru- mentality, Territory, or possession thereof, including the Philippine Islands, and reimbursement of any Federal Reserve bank for printing and other expenditures; $1,000,000. DIVISION OF TAX RESEARCH Salaries: For personal services in the District of Columbia, $175,000. OFFICE OF TAX LEGISLATIVE COUNSEL Salaries: For personal services in the District of Columbia, $89,000. DIVISION OF RESEARCH AND STATISTICS Salaries: For personal services in the District of Columbia, $165,000. OFFICE OF GENERAL COUNSEL Salaries: For the General Counsel and other personal services in the District of Columbia, $177,050. DIVISION OF PERSONNEL Salaries: For the Chief of the Division, and other personal services in the District of Columbia, $196,200. OFFICE OF CHIEF CLERK Salaries: For the Chief Clerk and other personal services in the District of Columbia, $350,000. MISCELLANEOUS EXPENSES, TREASURY DEPARTMENT Miscellaneous expenses: For all necessary miscellaneous expenses of the Office of the Secretary and the bureaus and offices of the Treasury Department, not otherwise provided for; including operat- ing expenses of the Treasury, Treasury Annex, Auditors', and Liberty Loan Buildings; books of reference, lawbooks, and periodicals; news- papers; not to exceed $15,000 for travel expenses; maintenance, 569 Messengers, limitsa tion. 58 Stat. 394. 39 U.
