Revenue measures generally. "2. The bonded debt of the United States. "3. The deposit of public moneys. "4. Customs, collection districts, and ports of entry and delivery. "5. Reciprocal trade agreements. "6. Transportation of dutiable goods. "7. Revenue measures relating to the insular possessions. "8. Tariffs and import quotas, and matters related thereto. "9. National social security. "10. Veterans' measures generally. "11. Pensions of all the wars of the United States, general and special. "12. Life insurance issued by the Government on account of service in the armed forces. "13. Compensation of veterans. "(i) Committee on Foreign Relations, to consist of thirteen Sena- tors, to which committee shall be referred all proposed legislation, messages, petitions, memorials, and other matters relating to the following subjects: "1. Relations of the United States with foreign nations generally. "2. Treaties. "3. Establishment of boundary lines between the United States and foreign nations. "4. Protection of American citizens abroad and expatriation. "5. Neutrality. "6. International conferences and congresses. "7. The American National Red Cross. "8. Intervention abroad and declarations of war. "9. Measures relating to the diplomatic service. "10. Acquisition of land and buildings for embassies and legations in foreign countries. "11. Measures to foster commercial intercourse with foreign nations and to safeguard American business interests abroad. "12. United Nations Organization and international financial and monetary organizations. "13. Foreign loans. "(j) Committee on Interstate and Foreign Commerce, to consist of thirteen Senators, to which committee shall be referred all proposed legislation, messages, petitions, memorials, and other matters relating to the following subjects: "1. Interstate and foreign commerce generally. "2. Regulation of interstate railroads, busses, trucks, and pipe lines. "3. Communication by telephone, telegraph, radio, and television. "4. Civil aeronautics. "5. Merchant marine generally. "6. Registering and licensing of vessels and small boats. "7. Navigation and the laws relating thereto, including pilotage. "8. Rules and international arrangements to prevent collisions at sea. "9. Merchant marine officers and seamen. "10.
