INDEPENDENT OFFICES FEDERAL MEDIATION AND CONCILIATION SERVICE Salaries and expenses: For necessary expenses for the Federal Mediation and Conciliation Service as provided in the Labor-Manage- ment Relations Act, 1947 (Public Law 101), including printing and binding, penalty mail costs; temporary employment of arbitrators, conciliators, and mediators on labor relations at rates not in excess of $35 per diem; expenses of the Labor-Management Panel as provided in section 205 of said Act; not to exceed $3,000 for attendance at meetings of organizations concerned with labor and industrial relations, when incurred on the written authority of the Director, $1,320,000: Provided, That in making apportionments pursuant to section 3679 of the Revised Statutes, as amended, the entire sum herein appro- priated may, if found necessary by the Bureau of the Budget for effective administration, be apportioned for obligation prior to Feb- ruary 15, 1948: Provided further, That all property used or held in connection with the functions of the United States Conciliation Service is hereby transferred to the Federal Mediation and Conciliation Service, effective August 22,1947. Boards of inquiry: To enable the Federal Mediation and Conciliation Service to pay necessary expenses of boards of inquiry appointed by the President pursuant to section 206 of the Labor-Management Rela- tions Act, 1947 (Public Law 101), including printing and binding, contract stenographic reporting services, and rent in the District of Columbia, $90,000: Provided,That in making apportionments pursuant to section 3679 of the Revised Statutes, as amended, the entire sum herein appropriated may, if found necessary by the Bureau of the Budget for effective administration, be apportioned for obligation prior to February 15, 1948. FEDERAL SECURITY AGENCY FOO) AND DRUG ADMINISTRATION Certification services: For an additional amount for "Certification services", $100,000. HOWARD UNIVERSITY Salaries and expenses: For an additional amount for "Salaries and expenses", $181,000. PUBLIC HEALTH SERVICE National Institute of Health, operating expenses: For an additional amount for the activities of the National Institute of Health, $500,000, including the objects specified under this head in the Federal Security Agency Appropriation Act, 1948, to be expended for research activities related to cardiovascular diseases.
