61 STAT.] MULTILATERAL-SANITARY MARITIME NAVIGATION-APR . 30 , 1946 1121 WHEREAS the Senate of the United States of America by their Resolution of July 25, 1946 (two-thirds of the Senators present concurring therein), did advise and consent to the ratification of the said protocol; WHEREAS the said protocol was duly ratified on behalf of the Government of the United States of America on August 6, 1946, and the instrument of ratification on the part of the said Government was deposited on the same day in the archives of the United States of America; WHEREAS it is provided in Article IV of the said protocol that the protocol shall come into force when it has been signed without reserva- tion in regard to ratification, or instruments of ratification have been deposited or notifications of accession have been received on behalf of at least ten Governments; WHEREAS the said protocol was signed on or before April 30, 1946 by the respective Plenipotentiaries of New Zealand, Canada, Nicara- gua, the United Kingdom of Great Britain and Northern Ireland, Greece, China, Luxembourg, Australia, Haiti, and France without reservation with respect to ratification; WHEREAS pursuant to the aforesaid provision of Article IV of the said protocol, the protocol came into force on April 30, 1946 in respect of the aforementioned ten countries on behalf of which the protocol had been signed without any reservation with respect to ratification; WHEREAS the said protocol was also acceded to by Poland on May 28, 1946, the Dominican Republic on May 29, 1946, Honduras on July 8, 1946, the Union of South Africa on July 12, 1946, and Italy on July 23, 1946; Now, THEREFORE, be it known that I, Harry S. Truman, President of the United States of America, do hereby proclaim and make public the Protocol to Prolong the International Sanitary Convention, 1944, Modifying the International Sanitary Convention of June 21, 1926, to the end that the same and every article and clause thereof shall be observed and fulfilled with good faith by the United States of America, and by the citizens of the United States of America and all other persons subject to the jurisdiction thereof, on and after August 6, 1946. IN TESTIMONY WHEREOF, I have hereunto set my hand and caused the Seal of the United States of America to be affixed.
