ARTICLE 10 The effective date of this agreement shall be established through an exchange of notes, which shall take place at Ankara as soon as possible. In witness whereof the undersigned representatives, duly authorized by their respective Governments, have signed the present agreement and have affixed thereto their seals. Done at Ankara in duplicate, in the English and Turkish languages, each of which shall be of equal authenticity, this 12th day of February, 1946.
