Office of International Health Relations: For expenses necessary in connection with international health work and the Public Health Service mission to Liberia, including not to exceed $1,000 for enter- tainment of officials of other countries when specifically authorized by the Surgeon General, $285,000. SAINT ELIZABETHS HOSPITAL Salaries and expenses: For expenses necessary for the maintenance and operation of the hospital, including clothing for patients; pur- chase of not to exceed four passenger motor vehicles for replacement only; cooperation with organizations or individuals in scientific research into the nature, causes, prevention, and treatment of mental illness; maintenance and operation of necessary facilities for feeding employees and others (at not less than cost as determined by the Federal Security Administrator), the proceeds therefrom to reim- burse the appropriation for the institution; ascertaining the residence of patients whose care by the hospital is no longer authorized, and returning such patients to the place of residence; not exceeding $1,500 for the removal of patients to their friends; and not exceeding $1,500 for the actual and necessary expenses incurred in pursuing, identifying, and returning patients who escape from the hospital or from the custody of any employee, including rewards for the capture of any such patients; $1,573,000. Construction and equipment, storeroom, and so forth: For comple- tion of construction and equipment for building for storeroom and so forth, Saint Elizabeths Hospital, including the objects specified under the appropriation for this purpose in the Federal Security Agency Appropriation Act, 1942, and necessary land shoring and retaining, contracts may be entered into in the amount of $935,000, the total cost not to exceed $2,685,000, which amount, except such part as may be necessary for the incidental expenses of Saint Elizabeths Hospital shall be transferred to the Public Buildings Administration, Federal Works Agency: Provided,That the limitations on contract authority and total cost may be exceeded or shall be reduced by an amount equal to the percentage increase or decrease, if any, in construction costs generally dating from January 1, 1948, as determined by the Federal Works Administrator. Construction and equipment, building for the housing, care, and treatment of mentally sick patients: For completion of a building for the housing, care, and treatment of mentally sick patients, Saint Eliza- beths Hospital, including the objects specified under the appropriation for this purpose in the Federal Security Agency Appropriation Act, 1946, contracts may be entered into in the amount of $2,015,000, the total cost not to exceed $3,915,000 which amount, except such part as may be necessary for the incidental expenses of Saint Elizabeths Hospital shall be transferred to the Public Buildings Administration, Federal Works Agency: Provided,That the limitations on contract authority and total cost may be exceeded or shall be reduced by an amount equal to the percentage increase or decrease, if any, in construc- tion costs generally dating from January 1, 1948, as determined by the Federal Works Administrator. 403 41 U.S.C. §5.
