3942 INTERNATIONAL AGREEMENTS OTHER THAN TREATIES [62 STAT. the Government of the United States enter into an agreement accord- ing to which each Government will, unless special circumstances exist, hereafter reciprocally issue visas to temporary visitors valid for a period of twenty-four months. I have the honour to inform you that the Government of Iceland accepts the foregoing proposal and that your note and the present reply shall constitute the agreement of the two Governments in this matter. At the same time it is suggested that this procedure enter into effect on January 1st 1948. It is understood that the present agreement will not disturb the arrangement between the two Governments whereby all non-immi- grant passport visa fees are waived on a reciprocal basis.
