This section shall be effective un- til an agreeent co-M into effect be- tween the overnment of the United States of America and the Oovernment of the Reipblio of Korea on aid to the Govern- ment of the Republic of Korea. To the extent that relief and rehabilitation supplie.e till on hand or hereafter re- ceived are transferred to the Oovernment of the Republic of Korea by the Govern- ment of the United States of America, such transfer shall be made in a progressive and orderly manner, and the Government of the Bepublic of Korea ehall assume re- eponsibility for the receipt, allocation, distribution and accounting for American- financed supplies.
