The Con- ference may, nevertheless, permit such a Member to vote if it is satisfied that the failure to pay is due to conditions beyond the con- trol of the Member. 5. The Director of the Interna- tional Labour Office shall be re- sponsible to the Governing Body for the proper expenditure of the funds of the International Labour Organisation. CHAPTER II- PROCEDURE Article 14 The agenda for all meetings of the Conference will be settled by the Governing Body, who shall consider any suggestion as to the agenda that may be made by the Government of any of the Mem- bers or by any representative organisation recognised for the purpose of Article 3.
