R . 3829] [Public Law 306] Be it enacted by the Senate and House of Representatives of the United States of America in Congress assemhbled, That in order to Federalreservations and defense areas. assist local school agencies in providing educational opportunities for A s s t a n c e t o children residing (a) on Federal reservations or on other federally schools. owned property, or (b) within the boundaries of local school agencies overburdened financially by defense-incurred school enrollments or reductions in the school revenues resulting from the acquisition or ownership of land by the United States, the General Services Admin- istrator is authorized to make contributions to such local school agen- cies for the operation and maintenance of their school facilities as provided in this Act. SEC. 2. The total contributions for any school year to any local Totalcontributions. school agency overburdened financially by a defense-incurred school enrollment or reductions in school revenues caused by the acquisition or ownership of land by the United States shall not exceed the actual deficit, as determined by said Administrator that without such con- tribution would be incurred in such school year by the local school agency in the operation and maintenance of its school facilities: Provided, however, That in determining such deficit the said Admin- decetrminatt n of istrator shall take into consideration the total income of the local school agency actually available for the maintenance and operation of its school facilities in such school year and the total costs incurred by the local school agency in such school year for the maintenance and operation of its school facilities. SEC. 3. There is hereby authorized to be appropriated for the fiscal thoAipridtioe au year ending June 30, 1950, $7,500,000 to carry out the purposes of this Post,p. 977. Act. SEC. 4 . In the administration of this Act, no department, agency, Restriction. officer, or employee of the United States shall exercise any supervision, direction, or control over the personnel, curriculum, or program of instruction of any school, local school agency, or school system of any State. SEC. 5. The said Administrator is authorized to prescribe such rules ,Rules and regua- and regulations as may be necessary to carry out the provisions of this Act, and to make payments in advance, or in any other manner deemed necessary to accomplish the objectives of this Act. SEC. 6 . As used in this Act, the term "local school agency" means Lcy school agen any public school district, county, city, town, political subdivision, public agency, or State agency operating and maintaining public school facilities; the term "State" means any State, Alaska, Hawaii, Puerto "Stat.t Rico, or the Virgin Islands.
