2580 Exchange of persons programs. Entry into force. INTERNATIONAL AGREEMENTS OTHER THAN TREATIES [63 STAT. Article 16 The Government of the United States of America and the Government of the Kingdom of the Netherlands shall make every effort to facilitate the exchange of persons programs authorized in this Agreement and to resolve problems which may arise in the operation thereof. Article 17 The present Agreement shall come into force upon the dateof signature.
