The Official exchange office for the transmission of publications of the Government of the United States of America shall be the Simithsonian Institution. The official exchange office for the transmission of publications of the Government of Ceylon shall be the office of the Government Printer. 3. The publications shall be received on behalf of the United States of America by the Library of Congress and on behalf of the Government of Ceylon by the Department of Information. 4. The present agreement does not obligate either of the two Govern- ments to furnish blank forms, circulars which are not of a pub- lic character, or confidential publications. 5. Each of the two Governments shall bear all charges, including postal, rail and shipping costs, arising under the present agree- ment in connection with the transportation within its own country of the publications of both Governments and the ship- ment of its own publications to a port or other appropriate place reasonably convenient to the exchange office of the other Government. 6. The present agreement shall not be considered as a modification of any existing exchange argeement between a department or agency of one of the Governments and a department or agency of the other Government. The Government of Ceylon considers that your Note and this reply constitute an agreement between the two Governments on this subject, the agreement to enter into force on the date of this Note.
