Housing Commissioner has issued, prior to June 29, 1951, pursuant to section 213 of the National Housing Act, as amended, either a commitment to insure or a statement of eligibility: And provided further, That not to exceed $3,500,000 of said authorization shall be available for such commitments in any one State. CHAPTER 652 AN ACT

October 31, 1951 [S. 921]

To amend section 304 of the Federal Property and Administrative Services Act of 1949 and section 4 of the Armed Services Procurement Act of 1947.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That section 304 of the Federal Property and Administrative Services Act of 1949 and ^63 Stat. 395; 62 Stat. sectioR 4 of the Armed Services Procurement Act of 1947 are hereby 41 U.S.C. § 254, amended by inserting at the end of the above-named sections the § 163. following new subsection: Certain contracts. "(c) All contracts negotiated without advertising pursuant to authority contained in this Act shall include a clause to the effect that the Comptroller General of the United States or any of his duly authorized representatives shall until the expiration of three years after final payment have access to and the right to examine any directly pertinent books, documents, papers, and records of the contractor or any of his subcontractors engaged in the performance of and involving transactions related to such contracts or subcontracts." To amend the Public Health Service Act, as amended, so as to provide for equality of grade, pay, and allowance between certain officers of the Public Health Service and comparable officers of the Army, and for other purposes. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the first sentence of subsection (a) of section 206 of the Public Health Service Act, as amended (42 U.S.C. 207; 58 Stat. 684), is hereby amended to read as follows:
